Dr. Engineer Ladislaus Kyaruzi Leonidas has been appointed as the first Executive Secretary for the Multinational Joint Songwe River Basin Commission.
His appointment which goes into effect in July 2023 was endorsed by the Council of Ministers of Joint Songwe River Basin Commission.
An expert on matters of environment, Dr. Eng. Ladislaus Kyaruzi is a Professional Engineer who holds PhD in Climate Change and Sustainable Development from the University of Dar es salaam.
He has vast experience of nearly 20 years with in-depth experience in environment, energy, climate change, forestry, water resources, disaster risk reduction, negotiations and energy.
Between October 2016 and June 2023, Dr Kyaruzi served as the Head of Environment and Natural Resources at East African Community (EAC) Secretariat in Arusha.
There, he was responsible for providing overall coordination of the implementation of Chapter 19 (Environment and Natural Resources Management) of the Treaty for the Establishment of the East African Community.
Dr. Kyaruzi was the EAC focal point to the Multilateral Environmental Agreements (MEAs) including those related to the terrestrial and aquatic ecosystems, waste management, climate change, pollution control, disaster risk reduction and management and biosafety.
He also has the qualification related to programmes and projects development and management.
From 2008 to 2010, he attended training and got certificates of projects development and implementation for climate change mitigation (Clean Development Mechanism) from the University of Twente, the Netherlands.
Previously Dr Kyaruzi was working for Caspian Mining entity as senior Engineer a position he served from August 2004 to March 2005.
He has worked with the Government of the United Republic of Tanzania as Engineer from 04 April 2005 to August 2012 and as Senior Engineer from September 2012 to 01 May 2016 then serving as Principal Engineer from 02 May 2016 to 04 October 2016.
For the decade between 2011 and 2021, Engineer Kyaruzi led the negotiating team of the African group in the negotiations on climate change to the United Nations Framework Convention on Climate Change (UNFCCC) process and member of the Global Technology Executive Committee to the UNFCCC (2018 to date).
Dr. Eng. Kyaruzi also coordinated the revision of the EAC Protocol on Environment and Natural Resources Management in the East African Community.
He coordinated the development of the National Climate Change Strategy of the United Republic of Tanzania.
In terms of leadership and linkages with similar regional and international agencies and institutions, from 2016-2017 he was the Chair of the Global Facilitative Branch of the Compliance Committee of the Kyoto Protocol to the United Nations Framework Convention on Climate Change.
He was Vice chair of the Global Facilitative Branch of the Compliance Committee of the Kyoto Protocol since 2014 to 2015.
From 2013-2014, Dr. Eng. Kyaruzi was a Member of Tanzania’s expert team to the Coordinator of the Committee of African Heads of State and Government on Climate Change (CAHOSCC) when Tanzania coordinated CAHOSCC.
He provided linkages between East African Community, the EAC Member States and other organizations providing coordination roles to the MEAs.
Furthermore, Dr Kyaruzi has experience on programmes and projects development and implementation for example supervising as well as providing guidance on design, annual work plans, procurement, reporting, monitoring, budget performance of regional and national programmes and projects related to environment, natural resources and energy.
About Songwe River Basin
The Governments of the United Republic of Tanzania and the Republic of Malawi are jointly implementing the Songwe River Basin Development Programme.
The program is managed by the Secretariat of the Joint Songwe River Basin Commission (S-SRBC) with its office being located at Kyela, in Southern Tanzania.
The two countries have received a grant from the Global Environmental Facility (GEF) through the African Development Bank (AfDB) to finance the ‘Strengthening Transboundary Cooperation and Integrated Natural Resource Management in the Songwe River Basin’ (STCINRMSRB) Project.
