The Benghazi Security Directorate, in coordination with the National Development Agency, has officially launched a nationwide campaign to regulate the presence of Arab and foreign expatriates in Libya.
The campaign centers on the rollout of the newly introduced ‘Security Control Card,’ or known as ‘Bitaka Al Hasr,’ which will serve as a temporary documentation tool for expatriates pending the issuance of formal residency permits.
As part of this initiative, the National Development Agency (NDA) pledged full logistical support to the campaign, including the provision of modern Information Technology (IT) systems.
This support is expected to significantly enhance the operational efficiency of the joint committee tasked with overseeing the campaign.
The campaign includes the opening of five main branches across the country to facilitate the registration process.
Authorities have made it clear that failure to obtain the Security Control Card will be considered a legal violation. Offenders will be subject to detention, deportation, and permanent expulsion from Libya.
The newly launched card will temporarily allow expatriates to open bank accounts and organize their legal status in the country until full residency documentation is processed.
The card system is seen as a strategic step toward establishing a secure, lawful, and well-regulated framework for monitoring the presence of foreign nationals in Libya.
In yet another development, the Libya Trade Network under Western region government has announced the launch of a new digital service enabling maritime inspection offices at ports to receive vessel arrival notices and cargo manifests electronically via the Proprietary Trading System portal.
Therefore starting July 7, 2025, forthwith, all shipping agencies registered with the Chamber of Maritime Navigation and carriers arriving at Khoms Port can use the system.
This initiative is part of broader efforts by the Ministry of Economy and Trade, in cooperation with the Ministry of Transport, to promote digital transformation, enhance the logistics sector, and improve Libya’s position in global trade and business rankings.
